After initiating ranni the witch's quest in caria manor, head to the siofra river well underground in mistwood, not far from where you first met blaidd.
This is a part of ranni's quest.
— after ranni summons blaidd at ranni's rise, you’ll need to meet him in siofra river near hallowhorn grounds (where the dead deer is).
He then asks you to meet him at redmane castle in caelid, which is where you will be.
